What the decision asks for
A documented policy for your verification procedures that sets out the powers and responsibilities of the people who carry out the checks, review them and supervise them. You keep it with your tax records. You do not file it with the FTA.
What to cover
- Scope. Which entities, TRNs and purchase types the policy covers.
- Roles. The named person who carries out the checks, the person who reviews them and the person who supervises. Three roles, each with stated powers.
- Onboarding. The documents and checks required before a new supplier's first supply.
- Thresholds. How you track each supplier's 12-month total against AED 100,000 and AED 375,000, and who is told when a line is passed.
- Supply checks. What is checked on each invoice and where the result is recorded.
- Payments. Electronic payment as the rule, and the approval needed for any cash, third-party or overseas payment.
- Risk indicators. What happens when one applies, who writes the explanation and who signs it off.
- Renewal. How the 12-month re-verification is scheduled.
- Records. Where evidence is stored and how it is produced for the FTA.
- Escalation. When a deduction is held back, and who decides.
Keeping it alive
A policy only protects you if the checks it describes were actually made. Date every check, name the person who made it, and review the policy when your suppliers, your team or the rules change.
